The construction phase began in January 2007 and is scheduled for completion in Fall 2009. the construction phase encompasses the following areas:
• Marine Works - Responsibility of Port Metro Vancouver
• Terminal Works – Responsibility of Terminal Systems Inc. (TSI), the terminal operator of Deltaport
• Rail Works – Responsibility of BC Rail Company
• Habitat Compensation – Responsibility of Port Metro Vancouver

Elements relating to the construction phase of DP3 are tabled in the federal Comprehensive Study Report, a copy of which is attached below.

The provincial Table of Commitments outlines the commitments of PMV, as part of the DP3 Project. During the construction phase and first year of the operation phase of the DP3 Project, VFPA will be reporting to the EAO and associated working group (composed of various Provincial and Federal Regulators, First Nations groups, municipalities and other stakeholders) on the status of the commitments identified in Appendix E.
