Project Issues - Out of Scope
The extremely complex issues relating to Port Expansion and the Gateway Program are beyond the scope of the DCLC in that they would detract from the committee's ability to deal effectively with the third berth expansion.
It may be that related committees branch out to deal with these aspects but for the immediate future the DCLC will only address issues that they have determined to be "in Scope".
